The Good Governance Fund (GGF) is a joint initiative from the UK Department for International Development (DFID) and the UK Foreign and Commonwealth Office (FCO). The GGF aims to support a series of governance and economic reforms in seven countries: Armenia, Bosnia and Herzegovina, Georgia, Macedonia, Moldova, Serbia and Ukraine.

The UK Government is providing reform assistance to Ukraine aimed at establishing:

  • More informed and active populations that can hold their government to account;
  • Demonstrable and perceived open, accountable and responsive governments;
  • Higher rates of investment and job creation to support inclusive growth.

Over the course of 2016-2018, the GGF has been supporting the reform-minded members of Parliament of the Fuel and Energy Committee (the FEC) under three projects to produce legislation that addresses Ukraine's multiple challenges in its energy sector, and make the policymaking process open and transparent as well as being responsive to public concerns.

The GGF has been helping develop and implement a new policy for Ukraine's energy sector, namely the Fund:

- Provided support on key legislation design and implementation
- Analysed and proposed changes to current policies
- Held expert discussions and trainings for the MPs
